Maryland Opens Funding Slate for Clean Energy and Vehicles

State programs target rising utility costs with grants and rebates for solar, efficiency projects and zero-emission vehicles.

The Maryland Energy Administration has launched its first five energy programs for fiscal year 2027, making funding available for residential efficiency, solar installation, electric vehicle charging and fleet electrification.

The initial rollout aims to offset rising utility bills and accelerate energy transitions across residential and commercial sectors. The initial slate of programs includes:

  • Residential Energy Equity Program: Allocates more than $40 million in grants to non-profit organizations and local governments to complete energy efficiency home upgrades and rooftop solar installations for income-qualified homeowners.
  • Maryland Solar Access Program: Provides up to $7,500 per income-eligible household (calculated at $750 per installed kilowatt of direct current solar capacity), with $10 million slated for the program this fiscal year.
  • Electric Vehicle Supply Equipment (EVSE) Rebate Program: Reimburses residential property owners for installing home electric vehicle charging systems, backed by up to $1.5 million from the Strategic Energy Investment Fund.
  • Medium-Duty and Heavy-Duty Zero-Emission Vehicle Program: Offers up to $10 million to offset initial acquisition costs for commercial on-road vehicles and equipment, including delivery trucks, school buses and high-use off-road machinery.
  • SolarAPP+ Implementation Grant Program: Grants up to $3.9 million to local jurisdictions to cover staff training, software integration and contractual costs required to adopt automated residential solar and energy storage permitting software.

Additional state energy programs are scheduled to launch by fall. Funding guidelines and application procedures are published on the Maryland Energy Administration website.
