Seven State Clean Energy Programs Win National Leadership Awards
The Clean Energy States Alliance recognized innovative initiatives across five states for advancing grid reliability, equity and consumer protection.
Seven state-administered clean energy initiatives spanning five states have been selected as recipients of the 2026 State Leadership in Clean Energy Awards.
The biennial awards, administered by the Clean Energy States Alliance, honor public agency programs that accelerate clean energy technology adoption through innovation, cost-effectiveness, replicability and leadership. An independent panel of industry judges selected this year’s winning programs, which represent initiatives in California, Connecticut, Illinois, Massachusetts and New York.
Among the awardees, the California Energy Commission was recognized for its Demand Side Grid Support Program. The initiative functions as a virtual power plant by compensating utility customers who reduce power consumption or supply backup power during high-demand periods. The program has expanded to include more than 124,000 enrolled customers since launching three years ago.
The Connecticut Green Bank received an award for its Solar Marketplace Assistance Program Plus, which provides end-to-end development and financing support for solar and energy storage installations across municipalities, public schools, state facilities and affordable housing. To date, the program has facilitated 69 projects representing 56.3 megawatts of capacity.
Two initiatives administered by the Illinois Power Agency earned honors. The agency’s Solar Consumer Protection Initiatives provide financial restitution to consumers harmed by solar vendors while maintaining an escrow process to prevent upfront financial damage. Separately, the agency’s Illinois Shines Mentorship Program connects new and underrepresented businesses with industry guidance to help firms participate in the state’s solar incentive landscape, resulting in the development of 180 solar projects.
In Massachusetts, the Clean Energy Center was recognized for its Equity Workforce Training Program, which funds employer-aligned training, equipment and support services such as childcare and transportation to assist underrepresented workforce participants. The programs report an 87% completion rate and a 74% job placement rate. Additionally, the Massachusetts Department of Energy Resources received an award for its Grid Modernization Advisory Council, a multi-stakeholder body created to review and guide electric distribution utility investment plans.
The New York State Energy Research and Development Authority was honored for its Clean Heat For All Room Heat Pump Program. The market transformation effort led to the development and deployment of window-installed heat pumps tailored for public housing facilities, allowing residents to adopt efficient heating and cooling without requiring buildingwide electrical overhauls.
