Universal Health Coverage Day is observed annually on December 12. The day aims to raise awareness among the nations to build a healthcare system that is accessible, affordable and equitable for everyone.
The day serves as a reminder to governments and communities that no one should experience financial hardship or be denied care due to cost, distance, or discrimination.
Universal Health Coverage Day 2025: Theme
The theme for this year’s International Universal Health Coverage Day is “The Devastating Human Impact of Unaffordable Health Costs.” It highlights the growing global crisis of people facing financial strain due to healthcare expenses.
Despite multiple high-level political commitments to achieve Universal Health Coverage (UHC) by 2030, more than 50 per cent of the global population still cannot access essential health services.
Additionally, a quarter of them struggle financially to pay for healthcare, often compromising on basic needs like food, education, or housing, as per the official website.
This year’s theme seeks to raise awareness about the consequences of delaying or forgoing healthcare due to costs, which can lead to worsening health outcomes and long-term financial and health burdens. It also reminds governments that policy focus on affordable health care can create a foundation for sustainable progress across all sectors.

On December 12, 2012, the United Nations General Assembly adopted a Foreign Policy and Global Health resolution, urging all countries to work toward a future where everyone, everywhere, has access to affordable medicine and treatment, leaving no one’s health behind.
International Universal Health Coverage Day was officially proclaimed by the United Nations in 2017, and since then, it has become an annual global observance.
Universal Health Coverage Day 2025: Where India Stands?
In India, healthcare costs have increased manifold in the last few years. However, several schemes launched by the state governments and the Union government have played a key role in providing financial support to patients.
For instance, the Central government’s flagship Ayushman Bharat offers free access to health insurance coverage, especially for low-income groups in the country.
While government programmes cover basic and emergency care, private insurance helps bridge the gap by providing financial coverage for specialised treatments.
As per a report by the Ministry of Health and Family Welfare, “Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) envisages increased investments in public health and other health reforms to provide better access to health in rural areas by Strengthening Health and Wellness Centres in villages and cities for early detection of diseases.
The initiative also aims for the addition of new critical care-related beds at district-level hospitals and support for Block Public Health Units (BPHU) in 11 high-focus States.
The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) aims at correcting regional imbalances in the availability of affordable tertiary healthcare services and to augment facilities for quality medical education in the country.
The Scheme has two components: setting up of all India Institute of Medical Sciences (AIIMS), and upgradation of existing Government Medical Colleges/Institutions (GMCIs).
